besides the other points of having peace in our country. so i have thanked both president obama and the authorities that have been supporting this peace process. the peace process needs support. there are enemies who don't want the process to have a good ending for various reasons. some people think that you are legitimizing the farc and my answer is if we don't sit down and speak with our enemy then how are we going to reach peace? if they think that we can kill the last of the guerrilla, it would take another 50 years in order to do that. so the way to end a conflict of this sort is by sitting down and negotiating a final agreement and that is what we have tried to do. some people are saying that we are giving in to the farc or we are giving in to castro or the chavez regime. this is nonsense. this is absolute nonsense. we have sought help from venezuela and cuba precisely because they have influence in farc and they have been held old and i thank them for their help. what we want is a very simple object it, all of us, to have peace in my country. we are not negotiating our po

is beginning. >> okay. thank you. i'm going to move ahead because i think, are you confident that the obama administration and congress can agree on defense cuts that do not impair significantly the ability of the united states to remain the world's dominant superpower? >> no. i, you know, i think that there is an outline of at least a small budget deal to be had when you talk to reasonable members of both parties in congress and there are still some who belong in those, that category, you can come up with some, some mechanisms for increasing revenue and some mechanisms for restraining the, reducing entitlement costs that could at least get us to a small budget deal for the next two to three years, with some relief for, you know, to avoid another round of sequestration and so forth. whether we can see our way through the political paralysis to get there is another question all together. i think that, so i am by nature an optimist. i want to believe rationality will prevail but so far it hasn't. time after time in, from the sequestration, the imposition of the sequestration to the recent shu

mr. rosenkranz. >> thank you very much. there was a comment about an op-ed i wrote in "the wall street journal" comparing lincoln blank suspension of cbss corpus with president obama blank suspension of obamacare. of course i agree with mr. lazarus. they are not the same as obamacare. but what is striking about the comparison is that president lincoln welcomed the involvement of congress. welcome to the congress to ratify what he had done to pass the statute justify eating. he was concerned that they had overstepped the constitutional authority and welcom welcomed cs ratification of its action. president obama by contrast actually threatened to veto the statute that would have ratified his action. in fact i think is a startling contrast i was trying to bring out in that op-ed. .. they have offered despite two years of people like me raising this issue with the irs is trying to do is illegal. they have yet to offer one shred of, when statutory provision or one shred of evidence that supports their claim that the statute authorizes tax credit through exchanges of established by th

and their families have received insurance cancellation notices. do you think medicare advantage maybe obama cares next victim? and if so, what might beneficiaries in pennsylvania expect over the coming years in terms of plan choices, costs, forgone benefit offerings and provider networks? >> thank you, mr. chairman. indeed, i am concerned about the future of medicare advantage. as i said in my opening statement. the work we've done on the implications of aca cuts, for example, in pennsylvania would suggest that in 2014 there would be an average loss of benefit, beneficiary of about $2200, that this is about a 19% reduction in those benefits. and that we would see a decline in -- about 113,000 pennsylvanians. those numbers for 2014 are of concern, but i am more troubled by the trajectory over the succeeding five years of the full cuts under the affordable care act as to whether medicare advantage will remain a viable option within the medicare program and deliver the comprehensive benefits. i just want to echo the statements that we heard in many of the opening remarks. the medicare population is
